The City of Beverly Hills has appointed Helen Morales to the position of Deputy Director of Rent Stabilization in the Community Development Department. Morales will oversee the newly created Rent Stabilization Program.

Morales has held management positions in local government for over 14 years, serving most recently with the City of Los Angeles in the Housing and Community Investment Department (HCIDLA) where she managed the Rent Stabilization and Foreclosure Registry Programs.  Before that, she worked for the Los Angeles County Community Development Commission, establishing and managing the public housing integrity and fraud detection program and worked as an administrative hearing officer.  Previously, she was a paralegal, primarily in the area of corporate restructuring and insolvency.

“Helen’s extensive experience and knowledge of regional housing issues will be invaluable in working with our community to establish this very important rent stabilization program,” said Community Development Director Susan Healy Keene.

Morales holds a BA in political science and a Master’s in Public Administration, from Cal State LA and is working towards a doctorate in public administration from the University of La Verne, writing her dissertation on affordable housing. She is a member of American Society of Public Administration (ASPA) and recently lectured on Collaborative Networks in Local Government at the recent annual ASPA conference.
